SCE TOU-D-PRIME: the EV rate plan explained
TOU-D-PRIME is Southern California Edison's rate for homes with an electric vehicle, a battery, or an electric heat pump. Power is cheapest from 8 a.m. to 4 p.m. in winter (24¢/kWh) and overnight in summer (26¢), and most expensive from 4 to 9 p.m. on summer weekdays (61¢). TOU-D-4-9PM is the standard time-of-use plan it is usually compared against. Rates on this page are the whole-cent figures SCE publishes on its rate page, checked by us on Nov 2, 2026; the tariff sheet carries more decimals.

What charging costs at the TOU-D-PRIME super-off-peak rate
At 24¢/kWh, driving 35 miles a day in a car that uses 30 kWh per 100 miles, with 90% of charging at home during the cheapest period, costs about $94.67 a month (8.9¢ per mile). The same miles in a 28 mpg gas car at $4.17/gal cost $158.46. Charging during summer on-peak (weekday) at 61¢/kWh instead would cost roughly 2.5× as much for the same energy.
This is an estimate from stated assumptions using one period's rate. It does not model the household's other usage, baseline allowances, the Base Services Charge, or which plan is cheapest for you. Southern California Edison's own comparison tool uses your actual usage history: SCE Rate Plan Comparison.
PRIME versus 4-9PM
- PRIME's cheap periods are lower (24¢ and 26¢ against 32¢ and 33¢ before the baseline credit) and its peak is higher (61¢ against 59¢ on summer weekdays).
- PRIME has no baseline credit. TOU-D-4-9PM takes about 9¢/kWh off usage inside the monthly baseline allocation, which narrows the gap for low-usage homes.
- Both plans share the same hour structure: peak 4 to 9 p.m.; in winter, a super off-peak block from 8 a.m. to 4 p.m.; in summer, off-peak everywhere outside 4 to 9 p.m.
- Solar Billing Plan customers are required to be on TOU-D-PRIME.
The plan that comes out cheaper depends on how much household load sits in the 4 to 9 p.m. block and on the home's baseline allocation. SCE's comparison tool answers that from actual usage.

Notes on the numbers
- Rates here are whole cents as SCE publishes them on its time-of-use plans page; the Schedule TOU-D tariff sheet gives them to five decimals and is the document of record. These entries are marked draft until the sheet has been read.
- Period end times are read from the start times SCE lists (12 a.m., 8 a.m., 4 p.m., 9 p.m.). Weekends and holidays in summer have a mid-peak (39¢ on PRIME) instead of the weekday on-peak.
- Seasons are summer June through September and winter October through May.
- Community choice (Clean Power Alliance, OCPA and others) customers pay their CCA's generation rate; SCE delivery is the same.
Some rates on this page are drafts: they come from the utility's published rate page rather than the tariff sheet, or a detail (season dates, period hours) is still being confirmed. They are not final until marked verified.
