SDG&E EV-TOU-5: rates, super off-peak hours and who qualifies
EV-TOU-5 is San Diego Gas & Electric's current plan for home EV charging. Its super off-peak rate is 12.332¢/kWh in winter and 13.090¢ in summer, available from midnight to 6 a.m. and 10 a.m. to 2 p.m. on weekdays and from midnight to 2 p.m. on weekends and holidays. On-peak, 4 to 9 p.m. every day, runs 52¢ to 80¢. Rates are the schedule totals from SDG&E's total-rates tables effective Aug 1, 2026, checked by us on Nov 2, 2026. EV-TOU-2 and the standard TOU-DR1 are shown for comparison.

What charging costs at the EV-TOU-5 super-off-peak rate
At 12.332¢/kWh, driving 35 miles a day in a car that uses 30 kWh per 100 miles, with 90% of charging at home during the cheapest period, costs about $56.58 a month (5.3¢ per mile). The same miles in a 28 mpg gas car at $4.17/gal cost $158.46. Charging during summer on-peak (weekday) at 80.205¢/kWh instead would cost roughly 6.5× as much for the same energy.
This is an estimate from stated assumptions using one period's rate. It does not model the household's other usage, baseline allowances, the Base Services Charge, or which plan is cheapest for you. San Diego Gas & Electric's own comparison tool uses your actual usage history: SDG&E Pricing Plan Chooser (My Energy Center, uses your usage).
What makes EV-TOU-5 different
- The super off-peak rate is roughly a sixth of the on-peak rate, the widest spread of any plan on this site. Charging that lands inside the super off-peak window is the whole point of the plan.
- The 10 a.m. to 2 p.m. weekday super off-peak block is designed around midday solar; it makes daytime charging cheap for people who are home or have a workplace that lets them plug in.
- EV-TOU-2 has the same hour structure but a super off-peak rate about twice EV-TOU-5's. TOU-DR1, the standard plan, has a much flatter shape and a baseline adjustment credit.
Whether EV-TOU-5 beats TOU-DR1 for a household depends on how much non-EV load falls in the 4 to 9 p.m. window. SDG&E's pricing-plan comparison uses actual usage to answer that.

Base Services Charge $/day from the total rates table ('Schedule Total'); DRAH/FERA 0.39688. Identical across plans. Not modelled.
Notes on the numbers
- Rates are the "Schedule Total" column of SDG&E's total-rates tables: utility delivery plus SDG&E's generation (EECC) plus the DWR bond and wildfire fund charges. Community choice customers (San Diego Community Power, Clean Energy Alliance) pay their CCA's generation rate instead.
- Period hours are from SDG&E's electric-vehicle plans page. The season month boundaries are not stated on either document and are being confirmed from the schedule sheet; the entries are marked draft until then.
- The Base Services Charge of $0.79343 per day applies on every plan and is not included in the per-kWh rates.
Some rates on this page are drafts: they come from the utility's published rate page rather than the tariff sheet, or a detail (season dates, period hours) is still being confirmed. They are not final until marked verified.
